Finally updated that old lineart tutorial I did last year, hopefully it's explained a bit better too
The main part to the video is the actual lineart but it also shows how I do the eyes and the organizing of my layers. _________________________________________________

What size is the brush? - The specific brush is called "Circle (11)" usually set to the size of 0.35 - 1.25 (Anything less than 0.30 can look pixelated)
How many layers did you use? What are they called? - 12 Layers were used: The layer order for this video is: Ear Mane Eyelashes Body Eyes Covering Shiny Pupils Iris Eye-white Cutie Mark Colour
So many layers, can I use less? - Yes, if you go into "Brush Mod" and select "Behind" as the option, it'll paint underneath your previous work, instead of a new layer. It's up to you.

First go to the layers thingy.. Then go to the bottom left of it. the first thing you'll see it like a paper(if you're using windows or a paper with a plus sign on it for linux) Then you name you're layer.. then tadaaaa!! hope this helps.
Gimp is totally and completely free; if you're animating with it, I think under the edit or view bar there's something at the very bottom that says 'Convert to gif' and that should take ya to a page where it'll ask you about looping and the speed. Not sure if that's any help, I haven't used Gimp in awhile, but I do remember having to animate a few things
